Amber Sprengard
VP of government affairs, Health Carousel
As vice president of government affairs, Sprengard is focused on the continued regulatory challenges and opportunities that Health Carousel faces, especially in dealing with federal legislation and administration oversight that affects the business each day. She manages the relationships with international governments and regulators of international health care staffing agencies and communicates Health Carousel’s ethical, honest, and socially responsible work in all business relationships. Additionally, she represents Health Carousel’s interest on several industry associations—including the American Association of International Healthcare Recruitment, the National Association of Locum Tenens Organizations, and Commission on Graduates of Foreign Nursing Schools (now TruMerit)—and played a key role in Health Carousel’s approval as a Certified Ethical Recruiter with CGFNS. Prior to joining Health Carousel, Sprengard spent 11 years as vice president of municipal investment banking for RBC Capital Markets. Earlier in her career, she served as chief of staff to the co-chair of the Republican National Committee and as a government affairs consultant, managing client relationships within Ohio.

Patrick Treacy, Esq.

Treacy has more than 26 years of progressive legal experience in the staffing industry. Before joining the American Staffing Association in 2025, he served as senior vice president and general counsel of Staffmark Group, where he was a key member of the senior leadership team, advising on contractual, regulatory, and statutory matters. Prior to that, he held a similar role as general counsel at TradeSource Inc., a construction staffing and recruiting company. He holds a juris doctorate degree from St. John’s University School of Law in Jamaica, NY, and a bachelor of arts degree in engineering from Lafayette College in Easton, PA.

Jenna Yott, Esq.
General counsel and chief legal compliance officer, Supplemental Health Care
Yott has served as general counsel and chief legal compliance officer for Supplemental Health Care since 2022. As the company’s first and only in-house attorney, she oversees all legal matters for Supplemental Health Care, including litigation, employment, contracts, collections, regulatory compliance, intellectual property, real estate, and tax. She is a member of the legal and legislative committee of the American Staffing Association and the Government and Regulatory Affairs Committee of the National Association of Travel Healthcare Organizations. Prior to joining Supplemental, Yott oversaw employment law at various multistate employers and practiced litigation at Gibson, Dunn & Crutcher LLP. She began her legal career as a law clerk to judge William A. Fletcher of the U.S. Court of Appeals for the Ninth Circuit. Yott earned her law degree from University of California, Berkeley, and her undergraduate degree from Drew University.

Ariel D. Zion, Esq.

Zion is chief legal officer and corporate secretary of Insight Global, a staffing and professional services company headquartered in Atlanta, GA, with operations worldwide. She leads a team of legal, contracts, regulatory compliance, and security professionals who support more than 75 field offices across the U.S., Canada, and the UK, as well as international delivery centers in India and the Philippines. She is also the executive champion for the company’s sustainability and governance initiatives, playing a pivotal role in creating a workplace culture that aligns with Insight Global’s shared values. Zion began her career as a litigator at two Atlanta-based firms before leaving private practice to join Insight Global in 2017.
